| 目的 研究购置审批决策活动中利益相关方决策行为与偏好，并提出优化设备审批的建议。方法 通过向设备审批活动的利益相关方发放情景问卷，并借鉴认知心理学透镜模型进行实证分析。结果 在大型医疗设备采购活动中，不同决策者的决策质量存在显著的组间差异，事务所组的判断质量最高，政府机构组最低；使用人次的决策有用性最低，诊断准确率的决策有用性最高。结论 （1）加强注册会计师在设备审批中的第三方评价作用，以优化医院设备购置的审批流程；（2）依据透镜模型调整医疗设备构置的绩效评价指标体系。 |

Objective
To study the decision-making behavior and preferences of stakeholders in the medical equipment purchase decision-making activities. And to make recommendations to optimize the device for approval. Methods By issuing the situation questionnaires to the benefit stakeholders of the medical device approval to do empirical analysis based on cognitive psychology lens model. Results In large medical equipment procurement activities, differences of the approval decision to judge the quality of medical devices of different decision makers exist between different groups. Group CPA’s consistency is the highest, and government agency group is the lowest. The diagnostic accuracy to make decision is the highest, and attendance is the lowest. Conclusion（1）Strengthening the third party accreditation of CPA in equipment approval can optimize the approval process of hospital equipment allocation. （2）Performance evaluation system should be adjusted based on the model of the lens when the medical equipments are purchased. |
