| 我国政府举办的公立医院属于非营利性质，文章在分析我国非营利性公立医院现状的同时，比较了国内外弱势群体医疗服务政策的差异，对比认为政府应该承担起对弱势群体医疗服务的责任，并提出建立以弱势群体为主要服务对象的非营利性公立医院。以非营利性公立医院为载体来解决弱势群体“看病难、看病贵”的问题具备一定的理论依据，在具体实践中需要从多个方面加强非营利性公立医院的改革与完善。 |

| Reform of Non-profit Public Hospitals: Medical Service for the Vulnerable Groups |

| Public hospitals held by the government in China have the non-profit characteristic. The status quo of non-profit public hospitals is analyzed, while the differences between domestic and foreign health care policy for vulnerable groups are compared. The comparison shows that the government should take the responsibility of vulnerable groups’ medical service. Non- profit public hospital taking the vulnerable groups as the main service objects should be constructed. There are certain theoretical basis to solve the vulnerable groups’ “difficulty and expensiveness in seeing doctor” through taking non-profit public hospitals as the carriers. The reform and perfection of non-profit public hospitals should be strengthened from many aspects in practice. |
