| 目的 从中医院内在的发展动力上探索中医药服务提供与利用不足的原因，为促进中医药服务的提供与利用提出合理的政策建议。方法 对2009—2011年宁夏回族自治区各级中医院的相关运行指标与经济指标进行统计学分析，通过t检验、卡方检验等定量研究方法和关键人物访谈、半结构式访问等定性研究方法，分别对数据资料和访谈资料进行分析整理。结果 宁夏回族自治区各级中医院西化现象普遍存在，中医服务量偏低；中医服务业务收入相对较少，中医院收入来源主要依靠西医；中医院运行状况普遍较差。结论 中医药服务定价偏低，无法激励医疗机构提供中医药服务；中医医师人力价值未得到体现，中医服务提供主体不愿提供中医药服务；医保政策限制中医院提供中医药服务；可通过中医按病种付费支的付方式改革增加中医医疗机构提供中医服务的内生动力。 |

| Analysis of TCM Hospitals’ Endogenous Power of TCM Service in China: a Case Study of Ningxia Hui Autonomous Region |

Objective To explore the reasons of the insufficiency of TCM services’ providing and using from the inner driving force of TCM hospitals, and to put forward the reasonable suggestions to promote the use of TCM services. Method Using statistical analysis to analyze the related operation indicators and economic indicators of all levels TCM hospitals in Ningxia from 2009 to 2011. Descriptive research method, t test and Chi-square test are used to analyze the data information. Key person interview and semi-structured interview are used to analyze the interview data. Result Westernized phenomenon in all levels of TCM hospitals in Ningxia normally exists, and the TCM services’ providing is lower; TCM hospitals’ source of income mainly relies on western medicine; the operation status of TCM is normally poor. Conclusion Low price of TCM services can’t stimulate the hospitals to provide TCM services; TCM doctors don’t have will to provide TCM services for it can’t embody their labor value; TCM hospitals are limited by the medical insurances’ policy to provide TCM services; the pattern of payment reform of pay for disease can increase the TCM hospitals endogenous power to provide TCM services. |
