| 上海市浦东医院在2011年4月，根据医院发展的内、外部环境变化，导入定量战略计划矩阵（QSPM）对医院进行转型与发展的战略管理，根据关键外部、内部因素（EFE、IFE）来客观评价医院发展要素的相对吸引力，通过SWOT矩阵，制定医院发展的备选战略，采用定量战略计划矩阵（QSPM）对备选战略的优劣进行量化评估，最后确立医院的战略目标体系及发展战略并通过职代会后实施。文章论述了定量战略计划矩阵（QSPM）在公立医院的实施过程及经验，并对战略计划实施效果进行了总结。 |

| Shanghai Pudong Hospital, in April 2011, according to changes in the external environment of the hospital development, the quantitative strategic planning matrix (QSPM) is brought in strategic management of the transformation and development of the hospital; according to the key external and internal factors (EFE, IFE), the relative attractiveness of hospital development elements is evaluated; through the SWOT matrix and alternative strategy the development of hospital, the quantitative strategic planning matrix (QSPM) on the merits of the alternative strategy of quantitative evaluation is appraised, finally the strategic target system in hospital and development strategy are established, and the it is implemented after the employees’ meeting. The paper discusses the quantitative strategic planning matrix (QSPM) in the implementation process and the experience of public hospital, and the strategic plan implementation results are summarized. |
