目的
探讨运用德尔菲法和TOPSIS法筛选三级甲等公立医院医疗风险管理关键技术，提高其医疗风险管理水平。方法 在文献研究和现场调查研究的基础上构建关键技术清单，运用德尔菲专家咨询法及TOPSIS法筛选医疗风险管理关键技术。结果 筛选并确定了18种关于三级甲等公立医院的医疗风险管理关键技术，其中医疗风险识别关键技术5种、风险评估关键技术2种、风险处理关键技术8种、风险管理效果评价关键技术3种。结论 针对三级甲等公立医院加强医疗风险管理技术的培训，同时建立系统性医疗风险管理体系以及加强医疗风险预警系统建设。 |

Objectives
To investigate the application of Delphi expert consultation and TOPSIS method in selecting key techniques of medical risk management for tertiary hospitals and to improve the level of medical risk management. Methods List of key techniques was set up based on literatures and field investigation. Delphi expert consultation and TOPSIS method were used for selection of key techniques. Results 18 key techniques were selected, including 5 key techniques for medical risk identification，2 key techniques for medical risk measurement, 8 key techniques for medical risk handing and 3 key techniques for medical risk management evaluation. Conclusion It is essential to strengthen the training of medical risk management, to establish systematic medical risk management system and to improve the construction of medical risk early warning system for tertiary hospital. |
