目的 了解甘肃省某县级医院基本药物政策实施过程中存在的问题及实施的效果。方法 对甘肃省永昌县人民医院院长进行结构化访谈，对2009年12月和2012年12月该医院的用药记录进行调查，对2009年、2012年该医院的统计报表进行调查。结果 基本药物采购及配送过程中存在问题，招标监督管理存在缺陷；基本药物的价格有所降低，非基本药物的价格明显升高；医院发展正常，以药养医的现象仍然很严重。结论 甘肃省县级医院基本药物政策需要进一步完善。 |

Objective
To understand problems exist in the process of implementation of essential medicines policy and its effects in a county hospital in Gansu Province. Methods Doing structured interviews were managed with the leader of the hospital; Investigation of medical records in 2009 December and 2012 December in this hospital; investigate the hospital statistical reports 0f 2009 and 2012. Results Problems exist in the process of procurement and distribution of essential medicines, and there are bugs in bidding supervision and management; the essential medicines prices decreased, non-essential medicines prices increased, support medicine with profit from drugs is still a serious phenomenon. Conclusion Essential medicines policy need to further improved in Gansu Province. |
