| 医药卫生体制改革系列政策出台后，公立医院“回归公益性”问题成为理论界关注和探讨的热点，并为公立医院管理者提出了严峻的挑战。文章重新审视我国公立医院的界定、公益性和改革的核心、方向问题，阐述公立医院改革的核心和方向不在于公益性回归，而在于公益性和社会责任的有效实现形式的改革创新和探索，以此为新医改背景下公立医院改革提供借鉴参考。 |

| After the promulgation of the new medical reform, “public hospitals returning to public welfare” becomes not only a hot issue for medical staffs and theoreticians, but also a big challenge for public hospitals and their managers. Firstly, the thesis will focus on the definition, public welfare, the core and the direction problem of the reform of the public hospitals in China in new views. Secondly, the core and the direction of public hospital reform lies in effective innovation and exploration for realizing public hospitals’ public welfare and social obligation. Finally, references for public hospital reform are provided. |
