| 自新医改实施以来，公立医院改革取得阶段性成果。但＂看病难、住院难”，门诊、住院患者医疗费用增长过快、医患关系紧张以及公立医院公益性淡化等问题依旧存在。为此，本文就如何优化资源配置，加强人事制度改革、构建和谐医患关系、加快公立医院回归“公益性”等方面提出了对策与建议。 |

| Abstract: |
| Since the new health care reform, public hospitals have made some periodic progress. However, there are still some difficulties, such as “difficult access to quality medical services”, rapid increase of medical expense, unfriendly relationship between doctors and patients，the weakened public welfare of public hospitals. Then the paper proposes some suggestions, including: optimizing the allocation of resources, strengthening the personnel system reform, building a harmonious doctor-patient relationship and accelerating the public hospital to return to the “public welfare”. |
