| 卫生法立法和司法实践经验均证明，卫生法作为独立的部门法，具有制定基本法的可行性。利用“提取公因式”的方法，将卫生法体系进行梳理，对各项具体制度进行深入的研究，抽象出其共通性，制定“通则”形式的一般意义的卫生基本法。 |

| The health law legislation and judicial practice experience both prove that it is feasible to make the basic health law. Through “extraction common factor” method, the health law system should be cleaned up to research the specific systems, abstract its convergence, and formulate “general rules” of the basic health law. |
