| 公立医院改革是公共部门治理问题，实际是改革政府治理；各个国家和地区的公立医院治理模式受到历史、文化传承和政治体制的影响，我国需要找到适合自己国情的治理模式。公立医院的改革政策要内在一致，相互匹配，以形成有效的治理机制；改革过程是复杂的、渐进的，但是新的政策出台要一步一步理顺机制，避免为下一步改革设置障碍。 |

| Public hospital reform is an issue of public sector governance，and is the reform of the governance of government in essence;public hospital governance pattern in a country or a region is influenced by its history，culture inheritance and political system，and China should find out a governance pattern that is adapted to its own context.The policies of public hospital reform should have internality consistence and be matched with each other，so as to form an effective governance mechanism;the process of the reform is complex and incremental，whereas developing new policies should contribute to the coordinating related mechanisms step by step in order to avoid setting obstacles in the reform afterwards. |
