目的 探讨有效的医院补偿能力评价工具。方法 在文献查阅的基础上，通过专家小组讨论，初步建立医院补偿能力评价指标体系。采用Delphi法组织3轮专家咨询，汇总专家意见，通过指标筛选与修正，确立医院补偿能力评价指标体系。结果 构建了一个包括4项一级指标和23项二级指标的医院补偿能力评价指标体系。结论 3轮专家咨询结果具有可靠性，所构建的医院补偿能力评价指标体系为综合评价医院的补偿能力提供了内容依据和量化标准，为政府深化医院补偿改革提供参考依据。 |

Objective
To search an effective reimbursement evaluation index system for hospital.Methods Through literature review and expert group discussion，the reimbursement evaluation index system of hospitals is established initially.Then Delphi method is taken to organize 3 rounds of specialist consultations，specialists’opinions are summarized，indexes are screened and modified，and the reimbursement evaluation index system of hospitals is established.Results The evaluation index system is comprised two levels:4 indexes on the first level and 23 indexes on the second level.Conclusion The results of 3 rounds of specialist consultations are reliable，and the index system constructed will provide evidences for hospital reimbursement content and evaluation，and for the government’s further reform of hospital reimbursement reform. |
