| 公立医院作为社会治理的主体之一，其在社会经济体系中的价值就在于它为社会经济的发展提供健康保证。 公立医院在履行保障公众健康的社会责任过程中，除正常耗费医疗、人力、设备、材料、能源和管理等方面的成本以外，还需耗费为数不小的额外“成本”。从道义、道德、精神、舆论等4个方面阐述、分析了引人关注的额外“成本”构成因素，并对控制额外成本的方法提出了一些思考路径，以期在新医改实施和医院管理中，对此问题引起各方主管者和社会各界关注，最终营造一个让患者、医院都认可的良好的医疗环境。 |

| Abstract: |
| Public hospitals，as one of social management objective，provide health garantee for social economic development in social economic system.Public hospitals，in fulfilling social responsibility to protect public health，don’t only cost medical，human，equipment，materials，energy and management etc，but also take the extra cost.Factors of “extra cost” are analyzed from ajustice moral，spiritual，public opinion etc，then thinking path to control the extra cost is proposed，and a well medical environment is strived to build to obtain the acceptation of patients and the hospital. |
