| 首先，界定了医疗服务制度均衡的涵义，在此状态下，医疗卫生领域的制度供给适应制度需求；其次，重点分析了政府制度约束对医生行为的微观经济分析和医生行为与患者之间的微观经济分析；最后，提出了制度均衡下医患管理的政策建议。通过分析政府、医生和患者之间的关系，从微观的角度分析了制度非均衡本身就意味着制度创新机制或制约机制的失灵，从而使社会经济效率遭受损失。因此，一方面要进一步健全和完善制度，另一方面要加强制度的监管。 |

| Abstract: |
| The system equilibrium，in which the system of supply adapts system demand in the medical and health field，is firstly defined；Secondly，the influence of government’s bound to the microcosmic economic analysis of the doctor conduct and the analysis of micro-economics between the doctor and patients is researched；finally，the policy suggestions of physician-patient management in the system equilibrium are proposed.By analyzing the relationship among doctors，patients and the government，and from the micro-point，that the non-equilibrium system itself means non-equilibrium innovation mechanism or the failure of constrained mechanism is analyzed，so that it makes losses of social and economic efficiency.So，on one hand，system should be improved and perfected；on the other hand，the supervision of the system should be enhanced. |
