| 从政府行为的视角出发，将政府视作理性人，并联系政府行为外部性的后果，从动力不足和能力不足两个方面对公立医院监管的困境进行分析。在现行的政绩考核机制和财政分权体制下，政府的行为将会专注于经济发展而忽略短期内难以产生巨大效益的公共产品投入，加之医疗服务市场的特殊性，因此，政府面临公立医院监管的困境。 |

| Assuming government as a rational actor, and considering the external consequences of government’s behavior, the article analyzes the dilemma of public hospitals regulation from power and capacity insufficiency. Government focuses on the development of economic and ignores the investment of public goods because of the political incentives and financial restraints. In addition, the medical service market is special. So the government regulation of public hospitals is in dilemma. |
