| Maintaining the welfare and firing enthusiasm are the basic direction of public hospital reform. From empirical analysis，it is of historical inevitability that public hospital reform insists on development mode of public welfare enthusiasm equalization.One fundamental principle，two core mechanism, and three main linkage system are used to build direction and path of welfare and the enthusiasm for public hospitals. |
