| 公立医院改革是医改的重点和难点，其成功的关键是医院自身必须具备内生动力。“高州模式”的成功案例表明，公立医院改革应切实以科学发展观为根本指导，坚持“又好又快”的改革与发展方向，“以人为本”的基本原则，全面、协调和可持续的基本要求，统筹兼顾的基本方法。只有自觉践行科学发展观，以宽广的民生情怀彰显医务工作者的科学发展意识和“以人为本”的理念，公立医院改革与发展才有彻底成功的希望。 |

| Public hospital reform is the key and difficult point of health reform, whose success depends on its own internal motive. Gaozhou Model shows that public hospitals should conscientiously be run by the view of scientific outlook on development and insist on the direction of developing both well and fast, the basic principle of putting people first , the basic requirements of all-round, coordinated and sustainable development and the fundamental approaches of making overall considerations. Only through doing medical workers conscientiously practice scientific outlook on development and showing their scientific outlook with their mind of the people’s livelihood in their daily work can the success of public hospital reform be realized. |
