上海卫生局所辖医疗机构卫生高级职称专业技术人员实行“评聘分离”的评聘政策,在评审标准、人力资源配置和调动专技人员激励积极性方面已经产生了一系列的影响与矛盾。利用决策理论评价、多属性效用理论等政策评价工具对专业技术职务的评聘政策进行分析与讨论。 |

Abstract: |
The implementation of separation of appraisal and appointment for health professionals who hold senior titles in medical institutions under the jurisdiction of Shanghai Health Bureau has produced a series of implications and conflicts in terms of selection criteria,human resource allocation,and incentive motivation.Such policy evaluation tools as evaluation of decision-making theory and multi-attribute utility theory are used. |
