| 实施变频工作制管理模式，就可以根据就诊病人的规律合理安排医疗资源。但变频工作制的实施仍然需要相应的配套条件，采取合适的策略，才能真正发挥作用。对综合医院变频工作制管理模式实施的条件和策略进行了探讨，提出了变频工作制实施的能力、动力、压力“三力”条件和若干策略。 |

| A discussion about the condition and strategy of the frequency conversion working system in general hospitals had been carried it. In order to play its effective role，the operation of frequency conversion working systems still needs corresponding commensurate conditions and aopts appropriate strategies.Finally, the condition of "three force-capacity, incentive and accountability" and some strategies had been proposed. |
