| 随着《中共中央 国务院关于深化医药卫生体制改革的意见》的出台，势必再造传统的医疗卫生体制，出现新的医疗卫生格局。然而，主体发育不全、监管能力落后以及监管指导思想僵化等现实因素的制约，使得现阶段医疗服务监管处于低效或无效的状态。提出了针对性的政策建议，并对卫生部医管司的制度安排做了分析，以期形成良性的监管体系。 |

| With the publishing of “the advice，raised by the State Council of the Central Committee of the Communist Party of China’，on deepening the reform of the medical and health care system，it is necessary to reconstruct the medical and health care system and form a new one.However，a lot of reality factors，such as the non-omniaspect development of the subject，the lag of the supervision ability and the rigidity of guiding thoughts，make the supervision in low efficient and non-efficient situation.In order to form a good supervision system，this essay offers efficient policy suggestions and makes analysis on the policies of the Health Medical Management Department. |
